Every few years senior management decide that a Dept. is dysfunctional, and “something
must be done”. “Something” usually entails recycling the management initiative before
last (or the one before that), repackaging it, and pretending that it’s new and exciting.
Generally, an initiative has an active life of 18 months, then hibernates for 5-7
years until “something must be done” because the last initiative (or two) didn’t
